Annual School Test and School Utilization Report

The Annual School Test (AST) evaluates projected school utilization levels at all 200 geographically-based public schools in Montgomery County. Each spring, following County Council action on the Capital Improvements Program, Planning staff prepares the results of the AST and the Planning Board certifies the results effective July 1. The adoption of the 2020-2024 Growth and Infrastructure Policy introduced several changes to the AST, effective January 1, 2021. These included the elimination of residential development moratoria and the introduction of Utilization Premium Payment tiers, which require developers to make additional development payments if the AST results indicate projected school utilization levels will exceed certain thresholds. The policy also requires the Planning Department to produce an annual School Utilization Report that provides historical and projected school utilization trends from countywide and individual school perspectives.

An updated FY2021 test, effective January 1, 2021, was conducted in accordance with the requirements of the new Growth and Infrastructure Policy and the Annual School Test Guidelines (version 1.0) adopted by the Planning Board on December 17, 2020.
