Engagement

The MPOHT is a highly technical functional master plan that can have a wide range of impacts on development and redevelopment along county and state streets within the county. The project team will provide the following:

  • Technical Advisory Group: meet monthly with representatives from Montgomery Planning and the Montgomery County Department of Transportation.
  • Community Engagement: Municipalities, civic associations, advocacy groups and others will be engaged via public meetings, an e-letter and online materials.

Public outreach efforts

Focused outreach to citizen advisory boards and transportation-focused committees and groups in March through May 2024. This included meetings and presentations to the following organizations:

  • March 13, 2024 – Road Code Committee
  • March 21, 2024 – Midcounty Citizens Advisory Board
  • March 28, 2024 – Pedestrian Bicycle and Traffic Safety Advisory Committee
  • April 1, 2024 – Upcounty Citizens Advisory Board Land Use Sub-Committee
  • April 8, 2024 – East County Citizens Advisory Board Planning and Economic Development Committee
  • April 8, 2024 – Silver Spring Citizens Advisory Board
  • April 8, 2024 – Empowering People in Communities of MoCO
  • April 11, 2024 – Potomac Rotary Club
  • April 15, 2024 – West Montgomery County Citizens Advisory Board
  • May 22, 2024 – Joint Transportation Demand Management (TDM) Advisory Committee

Development and Presentation of Recommendations

Between  August 2023 and May 2024, Montgomery Planning developed draft recommendations for consideration for this Technical Update to the Master Plan of Highways and Transitways. The focus of this update to the master plan is to:

  • Reevaluate the classifications of all existing MPOHT roads to ensure that master-planned street classifications align with the Complete Streets Design Guide and establish target speeds for each master-planned street.
  • Identify and reevaluate target speeds for all MPOHT roads.
  • Introduce a new approach to street design along the suburban areas of the “Growth Corridors” identified in Thrive Montgomery 2050.
  • Reevaluate master planned transit station locations and transitways.

A virtual public meeting on April 3, 2024 to present MPOHT’s draft recommendations and demonstrate how to view them and provide comments. View the April 3, 2024 presentation.

Initial comments received during the Development of Recommendations stage were reviewed and used to refine master plan recommendations. These comments were included as an Appendix to the Working Draft document. The Working Draft was submitted and presented to the Planning Board during its June 27, 2024 meeting. Following this, the Planning Board officially set a public hearing on this Master Plan for September 12, 2024.
