Silver Spring Downtown and Adjacent Communities Plan

The Silver Spring Downtown and Adjacent Communities Plan updates the 2000 Silver Spring Central Business District Plan with a vision of a diverse, distinctive, and successful downtown. The Plan increases zoning flexibility and heights to encourage market-driven development, creates opportunities for diverse housing types, supports the thriving independent business community, identifies new open spaces for a healthier community and introduces a network of green, climate-resilient, walkable streets that are safe for everyone.

This Sector Plan was approved by the Montgomery County Council on May 26, 2022, approved and adopted by the Montgomery County Planning Board on June 2, 2022, and adopted by the Maryland-National Capital Park and Planning Commission on June 15, 2022.

The Silver Spring Downtown and Adjacent Communities Plan Design Guidelines document is an implementation tool to guide the development of new buildings and open spaces in downtown Silver Spring. The Design Guidelines will be used by the Design Advisory Panel, Montgomery Planning regulatory staff and the Planning Board when reviewing new applications for development in the downtown.
