North Bethesda Biennial Monitoring Report

The Biennial Monitoring Report provides an assessment of the implementation of the 2010 White Flint Sector Plan, every two years, per the plan’s monitoring and implementation framework.  It includes an update on development approvals, and the status of public facilities and amenities, transportation improvements, staging prerequisites, and the Capital Improvements Program (CIP).

Staging and Development Activity

The Sector Plan establishes a three-phase staging system that coordinates new development with the timely delivery of public infrastructure. Each phase sets limits on non-residential square footage and residential dwelling units. These limits are tied to specific infrastructure improvements that must be completed before moving to the next phase. For a full description of staging in White Flint Sector Plan, see pages 67-71 of the approved and adopted plan.

Depending on what is proposed, how the property is zoned, and the zone’s requirements, Applicants may need to submit one or all three of the following type of proposed plans: Sketch Plan, Preliminary Subdivision, and Site Plan.  A typical review process for new optional method development begins with a Sketch Plan, which is an illustrative plan that outlines proposed densities and how the project fits into the surrounding area. The next step is a Preliminary Plan that demonstrates how the property will be subdivided. At the time of Preliminary Plan, an Adequate Public Facilities finding is made to determine whether the existing transportation and school networks can handle the intensity and types of uses proposed. A Site Plan finalizes density and uses and provides detailed building layouts, architecture, landscaping, pedestrian and bicycle facilities, parking areas, and environmental features. Large developments may have several Site Plans for multiple phases. Each of these plans requires approval by the Planning Board. For more information, please visit the development page.

The next step, the Staging Allocation Request (SAR), is unique to the White Flint Sector Plan area. Before construction, a project must receive an SAR from the Planning Board. This process tracks and allocates new development within the residential and non-residential limits per the staging plan described above. Once the SAR is approved, the project may receive building permits for construction.

This web application displays all sketch plans, preliminary plans and site plans submitted after the 2010 White Flint Sector Plan adoption (April 21, 2010). These plans are listed under the “Sketch/Preliminary/Site Plans” tab in the table located under the interactive map. Click the plans located in the table and the map will zoom to that project’s location and additional information on the project by clicking on the underlined Plan Number in the pop up.

The summary charts for residential dwelling units and non-residential square feet (located to the right of the map) display the staging remaining capacity limits of Phase 1, 2 and 3 of the sector plan. The amount of capacity available for residential dwelling units and non-residential square feet appears under the summary charts. Capacity is subtracted when the Planning Board allocates development through a Staging Allocation Request (SAR).
