SILVER SPRING, MD – The Maryland-National Capital Park and Planning Commission (M-NCPPC) voted Thursday to appoint Patricia Colihan Barney executive director of the agency. Barney, previously the agency’s secretary-treasurer, has served as acting executive director since late October.
The full Commission is made up of the Planning Boards of Montgomery and Prince George’s counties as well as the Montgomery County Department of Parks and Planning Department and the Prince George’s County Department of Parks and Recreation and Planning Department.
Of Barney’s 24 years working at the Commission, she has served as the Commission’s secretary-treasurer overseeing the agency’s fiscal management for the past 10. Previously, Barney served as the Director of Finance of Frederick County for a short period before returning to continue her career with the Commission. While at the Commission, she has held positions of increasing responsibility, including finance manager.
Before her career in the public sector, Barney was assistant comptroller for Loyola Federal Savings and Loan Association in Baltimore and an auditor with Deloitte Haskins & Sells, also in Baltimore.
Ms. Barney received her Bachelor of Arts Degree in accounting from Frostburg State College, and Master’s Degree in management from the University of Maryland University College. She is a member of the American Institute of Certified Public Accountants and a board member of the Maryland Government Finance Officers Association, among other organizations and honors.
As Executive Director, Barney manages key administrative services for the Commission’s central and county-based departments, coordinates interdepartmental programs and activities, and provides support for and implements Commission policies.
“Patti Barney brings a unique mix of financial experience, knowledge of the commission and management savvy to the position of Executive Director,” said Chairman Royce Hanson.
“We have tremendous confidence in Patti,” added Vice Chairman Samuel Parker.
