The retail that helps define Montgomery County’s character is struggling. The necessary COVID-19 restrictions that reduce crowds will continue to challenge retail in Montgomery County even after the lockdown eases, but the county has policies and programs that could help landlords, retailers, employees and the customers they serve.

Montgomery County’s extensive retail sector with 40.6 million leasable square feet across 2,390 properties (Source: CoStar) serves a diverse population and is a key amenity for the County. A New Generation of Malls Track Downtown, Again

We grew up as planners learning that shopping malls sapped downtown of its energy–whether it was small town retailers wiped out by the mall just over the county line or urban retail boulevards gutted of life as suburbanites left the city to follow jobs and the shopping followed them.

Over time, downtowns began to reimage themselves as malls. Beginning in 1980, The National Trust for Historic Preservation’s Main Street program was based on that very premise, organizing disparate retailers to work together on signage, opening hours, seasonal sales, and marketing.

Superblocks in Palm Beach

On a busman’s holiday, I had a chance to bicyle around Palm Beach and noticed that, not surprisingly, the one percent get some pretty nice urban design.

But what is surprising is that whether you’re in the one percent or the 99 percent, the bones are the same. Palm Beach’s Worth Avenue was created very much the way Federal Realty does a Bethesda Avenue or Foulger Pratt does an Ellsworth Avenue.

Worth Avenue, Bethesda Avenue, and Ellsworth Avenue are all parallel or perpendicular to the main traffic artery.
