West County Planning – Division Chief
An urban designer and architect by training, Elza Hisel-McCoy is the Division Chief of the West County Planning team. Elza joined Montgomery Planning in 2006 and has led reviews of numerous development applications and three sector plans and amendments. He was previously the Regulatory Supervisor and Division Chief for the former Downcounty Planning team.
