In 2020, Montgomery Planning launched the Development Review Navigators program to provide more efficient coordination and guidance for property owners and prospective applicants as they initiate the review process.
Development Review Navigators serve the community in the following ways:
- Providing guidance to property owners and prospective applicants on development applications, subdivision and zoning requests.
- Coordination with the Planning Area teams to raise issues of concern for Staff review such as environmental, historic resources and compatibility, master plan conformance and adequate public facilities like schools, parks and roads.

The Development Review Process
If you are interested in subdividing property in Montgomery County you must submit a development application. That application goes through the development review process, which relies on participation, input and cooperation between the applicant, community members, Montgomery Planning and other agencies. Depending on what is proposed, how the property is zoned and the zone’s requirements, applicants may need to submit various types of applications.
