For example, the whole idea of turning parking lots to places and focusing growth along corridors that have transit is what we have been doing in many of our master plans. Thrive formalizes this and provides a focus on our three outcomes.<\/p>\n\n\n\n<p>So, here is the year in review according to the three E\u2019s:<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex wp-container-core-columns-is-layout-9d6595d7 wp-block-columns-is-layout-flex\">\n<div class=\"wp-block-column is-layout-flow wp-block-column-is-layout-flow\" style=\"flex-basis:66.66%\">\n<h2 class=\"wp-block-heading\"> <strong>Economic Health<\/strong> <\/h2>\n<\/div>\n<\/div>\n\n\n\n<p>Our master plan work is contributing to the county\u2019s economic health. Just over the past year, here is a list of the master plans we have been working on: <\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/montgomeryplanning.org\/planning\/communities\/east-county\/sandy-spring-ashton\/ashton-village-center-sector-plan\/\">Ashton Village Center Sector Plan<\/a><\/li>\n\n\n\n<li><a also want to mention our <strong>2021 Design Excellence Awards \u2013<\/strong> this was a hugely successful event held in-person in our new building. This program has been a passion project for me and for many staff in raising the bar of excellent design in the county \u2013 and I can tell you based on the development applications we are receiving \u2013 it\u2019s working! The big winners this year included:<\/p>\n\n\n\n<p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.coopercarry.com\/projects\/universities-at-shady-grove-biomedical-sciences-engineering-building-bse\/\">The Universities at Shady Grove Biomedical Sciences and Engineering Building<\/a>,designed by Lake Flato and Cooper Cary, received the Design Excellence Award for Excellence in Building and Site Design<\/li>\n\n\n\n<li><a href=\"https:\/\/stonebridge.us.com\/lot-31-darcy-and-flats-bethesda-avenue\">The Darcy and The Flats at Bethesda Avenue<\/a>, designed by SK+I, won the Design Excellence Award for Exceptional Multi-Family Housing.<\/li>\n\n\n\n<li><a href=\"https:\/\/montgomeryplanningboard.org\/wheatonhq\/\">The Wheaton Revitalization Project<\/a>, designed by Gensler Architects, won the Design Excellence Award for Public Project Design.<\/li>\n\n\n\n<li>The jury also honored the&nbsp;<a href=\"https:\/\/www.wheatonlibrary.org\/\">Wheaton Library <\/a>and&nbsp;<a href=\"https:\/\/www.montgomerycountymd.gov\/rec\/facilities\/recreationcenters\/wheaton.html\">Community Center<\/a>&nbsp;as well as&nbsp;<a href=\"https:\/\/www.writer.org\/\">The Writer\u2019s Center<\/a>, located in Bethesda, with special citations.<\/li>\n<\/ul>\n\n\n\n<figure class=\"wp-block-gallery has-nested-images columns-5 is-cropped wp-block-gallery-2 is-layout-flex We are committed to confronting the legacy of racism and applying an equity lens to all of our work. Now we are working on action items from the Climate Action Plan and continuing to collaborate with colleagues in other county agencies.<strong><\/strong><\/p>\n\n\n\n<p>In February, an amendment to <a href=\"https:\/\/montgomeryplanning.org\/planning\/environment\/forest-conservation-and-trees\/\">Montgomery County\u2019s Forest Conservation Law<\/a> became effective which expanded what types of property must comply with the law and generally update the legislation. The amendment incorporated changes to the state&#8217;s Forest Conservation Act per Senate Bill 234, which limited the use of fee-in-lieu payments (which generate the <a href=\"https:\/\/montgomeryplanning.org\/planning\/environment\/forest-conservation-and-trees\/forest-conservation-fund\/\">Forest Conservation Fund)<\/a> to meet forest mitigation requirements, specified a watershed requirement for the use of forest mitigation bank credits, and required reporting on how the Forest Conservation Fund is spent on reforestation efforts.<\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" width=\"1024\" height=\"576\" src=\"https:\/\/montgomeryplanning.org\/blog-design\/wp-content\/uploads\/2021\/12\/reforest-montgomery-graphic-2-01-1-1024x576.png\" alt=\"a graphic showing tree plantings and the number of plantings referenced in the text above\" class=\"wp-image-8122\" srcset=\"https:\/\/montgomeryplanning.org\/blog-design\/wp-content\/uploads\/2021\/12\/reforest-montgomery-graphic-2-01-1-1024x576.png 1024w, https:\/\/montgomeryplanning.org\/blog-design\/wp-content\/uploads\/2021\/12\/reforest-montgomery-graphic-2-01-1-300x169.png 300w, https:\/\/montgomeryplanning.org\/blog-design\/wp-content\/uploads\/2021\/12\/reforest-montgomery-graphic-2-01-1-768x432.png 768w, https:\/\/montgomeryplanning.org\/blog-design\/wp-content\/uploads\/2021\/12\/reforest-montgomery-graphic-2-01-1-1536x864.png 1536w, https:\/\/montgomeryplanning.org\/blog-design\/wp-content\/uploads\/2021\/12\/reforest-montgomery-graphic-2-01-1-2048x1152.png 2048w\" sizes=\"(max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<p>Speaking of reforestation, we have made great strides in our tree planting and reforestation programs through the <a href=\"http:\/\/www.montgomeryplanning.org\/reforest\"><strong>Reforest Montgomery program<\/strong><\/a><strong>.<\/strong> This is a great program that offers incentives for residents and property owners throughout the county to plant trees.
