“Planning Connects Us” was the theme of the American Planning Association’s national conference, held from April 13 through April 16, 2019 at the Moscone Center in San Francisco. At the event, Montgomery Planning staff connected with planners from across the country in discussing shared concerns over equity, placemaking, traffic safety and other hot topics.

The Future of Aging Office Buildings

Transit-served locations, less parking and affordability in urban centers are behind the successful recycling of offices into residences and other uses

Walking past the Octave 1320 on Fenwick Lane in Downtown Silver Spring, it is hard to imagine that not too long ago, this glimmering, 102- unit condominium housed vacant offices and a greasy spoon eatery in its basement. The transformation of the 10-story building, developed by Promark Real Estate Services of Rockville and designed by Washington, DC-based BKV Group, is impressive and likely to become the norm rather than the exception in Montgomery County’s urban centers. Planning Department’s Painted Purple Pathway: A How-to Guide

Sometimes a parking lot lies between you and your heart’s desire – reaching the café to buy a frappucino, enjoying a quiet moment along a shaded stream, dropping by your favorite lunch spot.  Or perhaps the car-choked lot is the gateway to your workplace.

Parking lots are rarely places of delight and walking through one often feels like being trapped in a nasty computer game.

Well, a couple of us who regularly advocate for squeezing every possible bit of walkability into communities decided to get our own house in order. Witness the bright new path through our parking lot at the Planning Department’s headquarters in Silver Spring.

Un-graying Infrastructure

Roads, parking garages, even trails rarely have the urban glamour of Italian hill towns, grand plazas, or museums and symphony halls. For many planners and architects, they are the unfortunate necessities that make a place work and are often treated accordingly.

But as this article in Better Cities and Towns shows, infrastructure can add drama to the urban profile and fun to daily life. What particulalry got me interested in the topic was looking at how we talk about parking garages. The only solution appears to be hiding them, screening them, making them look like something else. Biking Benefits

By the end of the summer, the first Capital bikeshare will be open in Montgomery County. In the meantime, here are some interesting statistics about bike riding and bike-friendly places.

Capital Bikeshare has released the second part of its user’s survey–who report spending less money on transportation, and being more physically fit.

But it takes some infrastrucutre investment to get those benefits. American Bicyclists have released some nice infographics on increasingly bike-friendly places–the DC metro region has increased by 315%.

Transit improvements Should Not Be Considered Anything Paved

In response to the article, “The year ahead: A top 10 list of transportation projects to watch“, I have to say I’m quite disappointed. Not by the content per se, but the title.

Of the 10 projects listed, only 4 are truly “transit” projects; the other 6 are highway projects/roadway improvements (all 10 of which are “transportation” projects). The problem that drives some of us in the design and planning business crazy is that it is precisely because these two concepts are conflated, that we miss the opportunity to truly assess progress for more sustainable, congestion-reducing transportation solutions. Words matter because there is so much baggage attached to them.

A new(ish) Park in DC

The Yards Park has already won a list of awards, but I’ve just discovered it.

I can see why it’s won awards–there are so many things I love about it–the variety of spaces, the classic Holly Whyte bits of urbanism (movable chairs, touchable water, something to eat, people to watch), and its connections, running from Diamond Teague Park at National’s Stadium and through the Navy Yard, with a few bikeshare docks along the way.

 

 

 

 

 

Walkable Communities vs a Walk-in Closet

Suburbs have always been an indicator of economic status. If you lived in them, you were wealthy enough to take on a mortgage, maintain a house and yard, and eventually own and maintain one or even two cars.

At some point, that shifted. Living in the city and maintaining a middle class lifestyle took an upper class income. Limited attractive neighborhoods and buildings cost a premium. And if local schools and services were not up to par you needed to pay tuition and fees.

Now, according to Christopher Leinberger and Mariela Alfonzo in the New York Times, a larger number of city neighborhoods are outstripping the suburbs in desirability and thus in per square foot value. Their recent report finds that walkable … Continue reading

MoCo Considers Cyclists and Pedestrians, too

On April 24, the Prince George’s County Council passed a law that requires developers to make improvements for pedestrians and bicyclists to ensure adequate public pedestrian and bikeway facilities in County Centers and Corridors.

The Washington Post article, “Prince George’s Backs Plan to ease the way of pedestrians and cyclists,” on this progressive measure, however, does not fully portray similar measures already in place in Montgomery County to improve the environment for pedestrians, bicyclists, transit riders and trail users. Montgomery County has had similar requirements for developers for almost a decade, and has moved on multiple fronts to further strengthen measures to achieve a pedestrian, bicyclist, and transit-friendly and accessible environment.

Beauty and the Eye of the Beholder

Everyone has an opinion about the new fountain at what people consider the “town square” of Bethesda–the plaza in front of Barnes & Noble Bookstore.

As reported online in the Bethesda Patch most of the commenters think it was at best unecessary and at worst, a scheme to keep people from sitting out in front of the store. You can chime in as well by voting online. Unfortunately, out of 209 votes so far, 121 people (57%) don’t like it.

This is not a Bethesda phenomenon. In fact, just last week, the New York Times reported that Portland, Maine has removed a sculpture called Tracing the Fore. The article quotes Shawn McCarthy, who owns the bar across the street from … Continue reading
